The Independent ICAC Complaints Committee monitors and reviews all non-criminal complaints against the ICAC or its staff. The Committee is chaired by an Executive Councillor and includes members of the Legislative Council and prominent members of the community appointed by the Chief Executive.

Complaints against the conduct of an ICAC officer or the ICAC practices and procedure can be lodged:

  • In writing
Secretary to the ICAC Complaints Committee
    Room 2554, 25/F
    Central Government Offices,
2 Tim Mei Avenue, Tamar, Hong Kong
    Tel: 2810 3503
  • By telephone
    ICAC Report Centre at 25 266 366
  • In person, by phone, or in writing to
any of the ICAC Regional Offices

We will endeavour to inquire into complaints with sufficient information to follow up. They should be made in a timely fashion as delay may give rise to difficulties in investigation. In order that complaints can be dealt with promptly and fairly, you are encouraged to lodge your complaint as soon as practicable. Complaints lodged more than two years after the occurrence of the event to which they relate will be accepted for investigation only in exceptional circumstances.

Complaints will be investigated and the ICAC Complaints Committee will consider the reports independently. The complainants will be advised in writing of the outcome of the complaints as soon as possible.
