2017 Index of Economic Freedom, Heritage Foundation
Hong Kong is the world’s freest economy for the 23rd consecutive year under the 2017 Index of Economic Freedom.
* on a scale of 0-100, with 100 being the best performance
The Index measures 12 quantitative and qualitative factors under four key aspects of the economic environment, namely Rule of Law, Government Size, Regulatory Efficiency and Market Openness. Three factors are being assessed under the key aspect of Rule of Law, i.e. Property Rights, Judicial Effectiveness and Government Integrity.
In relation to Hong Kong, the 2017 Index mentioned that "There is little tolerance for corruption, and government integrity is buttressed by a high degree of transparency". Regarding the "Rule of Law" aspect of Hong Kong, the report further pointed out that "Hong Kong has an excellent track record in combating corruption."
