According to the above report, Hong Kong is consistently ranked the 3rd in Asia, after Singapore and Japan.

The 2017 report mentioned that “the majority of respondents (more than 70%) indicated that they do not think corruption has changed … this year 14% of the respondents indicated they felt corruption has decreased...” In relation to the high profile case involving former Chief Executive, the report also stated that “Major cases of corruption, especially one involving former Chief Executive, have dominated the headlines in recent months and probably influenced our survey score...the case was seen by others as an example of the ICAC and the court system continuing to act professionally and independently. The trial and verdict also helped to dispel speculation that the ICAC was being politicised…”
