A Senior Postal Officer of the Hongkong Post was today (Wednesday) charged by the ICAC with misconduct in public office by stocking up on postal stationery items which were subject to price adjustment and reselling them for personal gain. The defendant, 49, will appear in Eastern Magistracy at 9:30 am this Friday (March 12) on one count of misconduct in public office. The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence. At the time of the alleged misconduct offence, the defendant was the Postmaster of Stanley Post Office. The charge alleges that between October 30 and December 5, 2008, the defendant, in the course of or in relation to his public office, without reasonable excuse or justification, had wilfully and intentionally misconducted himself. The defendant was alleged to have purchased a bulk of postal stationery items which he knew by virtue of his office as Postmaster of Stanley Post Office would be subject to price adjustment on November 1, 2008, and have resold or intended to resell the said items to the public for his personal gain. The defendant has been released on ICAC bail, pending his court appearance on Friday.
