Similar to other public elections, the District Council (DC) Election scheduled for the end of 2011 is also regulated by the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554). The legislation, enforced by the Independent Commission Against Corruption (ICAC), aims to uphold honesty and prevent corrupt and illegal conduct in public elections.

To help prospective candidates, election helpers and electors better understand the statutory requirements on election conduct and avoid inadvertent infringement of the law, the ICAC has launched a series of education and publicity activities to promote clean DC Election, including:

Launch of Mobile Vehicle Exhibitions and Roving Exhibitions
Organisation of District Activities
Launch of Media Publicity
Production of Computer Games
