According to official statistics, two-way trade between Bangladesh and Hong Kong amounted to the tune of US$1.7 billion in 2016, mainly contributed by the telecommunications and textiles industries. The trade amount is expected to grow continually under Mainland China’s Belt and Road Initiative.

With this in mind, Sham, while in Bangladesh, also visited a factory established by a Hong Kong businesswoman. By talking to her and local workers, Sham learnt about the corruption risks and challenges investors faced while doing business in Bangladesh.

Having returned from his four-day visit, Sham and his team in the CACSIT have mapped out a tailor-made training programme for the ACC. Taking into account the latter’s imminent concerns and priorities, a train-the-trainer module primarily featuring criminal investigation techniques for corruption offences is developed for the agency. In addition, the CACSIT will share experience in systemic prevention and community education.

“Corruption is a global issue. While there is no hard-and-fast rule and Hong Kong’s experience may not be practical for all, we do believe that by helping other places build a level playing field will also benefit Hong Kong businessmen who are exploring overseas opportunities. This is in fact a win-win situation,” said Sham.

The ICAC is all set to receiving the first batch of ACC officers in the latter half of the year.

To foster closer cooperation in the global fight against corruption within the framework of the UNCAC, the ICAC is also working with heads of anti-corruption counterparts of other Belt and Road countries, including those in Myanmar and Malaysia, on anti-corruption training, while Cambodia, Thailand and Vietnam are next on the list.
