  Background  
  The Community Relations Department of ICAC is responsible for educating the public against the evils of corruption and enlisting public support for ICAC.

Strategically located Regional Offices reach out to their respective communities and serve as focal points for receiving complaints and inquiries about corruption. The latest addresses and contact numbers of these Regional Offices are listed in the ICAC Corporate Web "ICAC Regional Offices" page.

Meanwhile the ICAC Education Unit produces moral education materials for use by teachers in schools, ranging from kindergartens to universities. As the population in Hong Kong is predominantly Chinese, these materials are produced in Chinese.

The following is a brief introduction of the different sections of materials on the ICAC Moral Education Web.
 
     
  Moral Education Resources Section  
 
  1. Moral Education Materials. The moral education materials are mostly thematic based, focusing on ICAC core values like Honesty, Fairness, Justice, Self-discipline, Responsibility, Keeping rules and Abiding by the law. Users can search for materials they need according to the following category: theme, target, format and activities.

  2. ICAC Moral Education Periodical. The ICAC Moral Education Periodical is by far the only periodical produced in Hong Kong for moral education practitioners, containing both theories on moral education and sharing of practical experiences. Launched in 1991, three issues are produced each year.

  3. Corruption Prevention Guide for Schools. This forewarns teachers and school management boards of possible pitfalls in relation to corruption in the educational sector. The relevant sections of The Prevention of Bribery Ordinance has been included together with Education Department circular and guidelines.

  4. Reference materials for teachers and students. This page offers recommendations from our contributors and colleagues. There is also an interview section allowing for more in-depth exposition of recommended items.
 
  Student Cases Section  
  This is a collection of student cases categorized according to core values and presenting problems. Case analysis and suggestions for treatment by experienced school social workers make this section invaluable for form teachers or guidance teachers.  
     
  Moral Education Activities Section  
  This is an introduction to the moral education activities run by ICAC and also a place where schools can share their guidance programmes, experiences and insights.  
     
  Teachers' Forum Section  
  Teachers are invited to share their experiences and views. Topics will also be posted for discussion and exchange of ideas.
