Augmentation of Exchanges and Cooperation with the Commissions Against Corruption in Hong Kong and Macao
Facilitating Anti-corruption Work in Fujian

In recent years, there have been constant communication and interactions between the procuratorial organs of Fujian Province and law enforcement agents like the Independent Commission Against Corruption (ICAC) and the Department of Justice of Hong Kong, and the Commission Against Corruption (CCAC) and the Procurators' Office of Macao. There is a closer working relationship with these departments and cooperation under the mutual case assistance framework is strengthened. Last year, with the support and assistance of ICAC and CCAC, the procuratorial organs of Fujian Province successfully dealt with the bribery case concerning the General Manager of Fujian 3-Color Printing Limited and the General Manager of Longyan Seven Wolves Color Printing Limited. The suspects were stopped from leaving for another country through Macao and the procuratorial organs also succeeded in gathering evidence in Hong Kong and Macao. Not only material evidence was gathered in Hong Kong and Macao, but also the facts concerning the crimes committed by the General Manager of Fujian 3-Color Printing Limited in Hong Kong and Macao were ascertained. This has saved the country economic loss of 7.5 million yuan.

The procuratorial organs and anti-corruption departments of Fujian have recently conducted a Full-member Rotational Demonstration Participants at the training coursecum Mutual Case Assistance Liaison Officer Training Course. Chief Investigator Mr. CHEUNG Chung-tat and Senior Investigator Mr. CHAN Kum-bun of the Operations Department of ICAC and Legal Adviser Mr. HU Jia-wei and Chief Investigator Mr. SHI Lei of CCAC were invited to give talks on the structure of ICAC, ways to conduct corruption investigation, mutual case assistance framework and the anti-corruption experience of CCAC. The speakers shared their experience with course members and were received with warm welcome. The response from course members was also very good. This was the first time ICAC and CCAC officers delivered talks to procuratorate officers in Fujian.

Our guests from Hong Kong and Macao visited Putian, Quanzhou and Xiamen separately where they had discussions and shared their experience with local procurators. In addition, with the assistance of the Provincial Procuratorate, Taiwan Affairs Office, Investigating Officers of ICAC went to Fuzhou and Jianyang separately where they gathered evidence successfully.
