Welcome to the Homepage of the Independent Commission Against Corruption (ICAC) of the Hong Kong Special Administrative Region.
I took up the post as ICAC Commissioner since July 1, 2022. It is a great honour for me to have the opportunity to lead this highly professional anti-corruption organisation. The establishment of the ICAC in 1974 had brought about profound sociocultural changes to the city. Hong Kong, once a corruption-plagued city, had evolved into one of the cleanest places in the world, winning international acclaim. Today, Hong Kong is internationally commended for its clean and efficient civil service, a level playing field for doing business and a community which embraces the core value of probity and integrity.
The next five years will be a crucial time as Hong Kong has restored order from chaos. Fighting corruption and safeguarding national security are intricately linked with maintaining social stability. Criminals may resort to corrupt means when clandestinely committing acts endangering national security. While the rule of law and social stability have always been the cornerstone of Hong Kong as a clean city, the implementation of the National Security Law in Hong Kong will benefit its anti-corruption work.
The ICAC combats corruption in Hong Kong through a time-tested, three-pronged approach which combines enforcement, prevention and education. The holistic strategy has proved to be effective and has become an anti-graft model for many countries and regions.
In an era of rapid advancement of technology, corruption is a crime which knows no boundaries. The ICAC has long recognised the importance of international cooperation in the fight against corruption. In recent years, the Commission has strived to strengthen liaison with its overseas counterparts, sharing with them Hong Kong's unique anti-corruption experience. We also provide tailored capacity building programmes and services to overseas anti-corruption agencies, demonstrating the ICAC's increasing important role in the global arena.
