To maintain Hong Kong's fairness, justice, stability and prosperity, the ICAC is committed to training each ICAC officer with the highest level of integrity and professional competence, in order to fulfil the responsibility of combating corruption and promoting integrity in Hong Kong. For new recruits, we offer a comprehensive training programme to ensure that they have the professional knowledge and skills needed for their work. In sustaining the Commission's culture of continuous learning, serving officers are also provided with various opportunities for professional development and encouraged to adopt a lifelong learning attitude and strive for excellence in personal and professional pursuits.

Induction Training

New recruits to the ICAC are employed mainly at two entry levels, namely the Assistant Commission Against Corruption Officer (ACACO) rank and the Commission Against Corruption Officer (Middle/Lower) (CACO (M/L)) rank. The ICAC provides a comprehensive and accredited programme to new recruits. After passing the rigorous assessment, the trainees will be assigned to different posts to carry out anti-corruption duties.

To enhance the professionalism of ICAC officers, the Hong Kong International Academy Against Corruption (HKIAAC) has been accredited as a Qualifications Framework (QF) Level 5 (the same QF Level as a local Bachelor's Degree) operator by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and the induction course - Professional Diploma in Anti-corruption (PDA) has been qualified as a programme at QF Level 5. The programme aims to equip the trainees with the necessary knowledge, skills, and competencies required to effectively and professionally combat corruption in Hong Kong. The programme lasts for 20 weeks, covering 12 training modules, including anti-corruption regimes in HKSAR, the Mainland of China and worldwide, the work of ICAC, bribery laws and relevant legislation, law enforcement procedures, investigation and evidence collection skills and techniques, computer forensics, financial investigation, training in physical fitness, confrontation and use of firearms, corruption prevention strategies and measures, anti-corruption education and publicity, etc. Direct entrant CACO (M/L) officers will undertake additional training on leadership and management skills.

Furthermore, ACACO officers in the Operations Department, after 18 months upon completing induction training, will undergo advanced induction training of 4 weeks to continuously strengthen their anti-corruption professional knowledge and investigation skills. In the advanced induction course, trainees also need to pass a series of practical work assessments to ensure they can handle complex investigations.

Continuous Professional Development

The ICAC actively encourages serving officers to continuously learn and pursue further studies, and provides various offline and online training to enhance staff's work efficiency, capabilities and prepare them to face challenges, uphold professionalism and drive innovation in the complex and ever-changing environment. The continuous professional development training covers various anti-corruption specialized areas, command courses, leadership, strategic management, risk and crisis management, public affairs information, policy formulation and media communication, etc. The ICAC also sends officers to attend training courses and exchange programmes organised by renowned local, mainland or overseas institutions or agencies.
