The ICAC is committed to promoting clean and fair elections. The education and publicity programmes include:

• Helping candidates, election agents, election helpers and electors better understand the Elections (Corrupt and Illegal Conduct) Ordinance through the arrangement of briefings, production of Information Booklets and Guidelines to Electors, and provision of the election enquiry hotline service, etc.
• Reinforcing a clean election culture through mass media publicity and the involvement of the public in activities organized to promote the "Support Clean Elections" messages.
