The Department gives top priority to the promotion of a clean and honest civil service culture. It does this through:


- Preventive education programmes for all officers in government bureaux/departments depicting the pitfalls of corruption and advising them on what to do if they are offered bribes.
- Thematic seminars on Misconduct in Public Office, managing conflict of interest and staff integrity, etc.; and production of training videos, anti-corruption publications and web learning portal.
- Integrity building programmes in collaboration with the Civil Service Bureau and government departments.
Public bodies provide many essential services to the general public. The Department helps uphold the integrity of public servants (including their members and employees) through:
- Corruption prevention seminars/workshops for all public servants.
- Corruption prevention guides for managers and practical training materials for front-line staff.
Public bodies include:
- the Executive Council;
- the Legislative Council;
- any District Council;
- any board, commission, committee or other body, whether paid or unpaid, appointed by or on behalf of the Chief Executive or the Chief Executive in Council; and
- any board, commission, committee or other body specified in Schedule 1 of the Prevention of Bribery Ordinance (such as public transport companies, public utilities companies, tertiary education institutions and public hospitals).
