The promotion of moral education among young people has always been one of the Department's priorities. The Department:

Produces moral education packages for secondary/primary schools and kindergartens which dovetail with the curriculum; maintains a Moral Education Website (mainly in Chinese only) to facilitate teachers' access to moral education resources produced by the ICAC; organises parent-child moral education activities and produces parenting books to support parents and educators in the teaching of positive values to young kids. Organises learning projects for students on the importance of upholding proper values:

Jointly organises diversified activities with schools, tertiary institutions and youth related organisations to disseminate integrity messages to students at different learning stages through various means, such as kids theatre, visits to the ICAC and preventive education talks.

The ICAC firmly believes that anti-corruption education should start from an early age. The earlier children are exposed to messages about integrity, the more they will be able to resist the temptations of corruption in adulthood.
To complement the "Policy Guide for National Anti-Corruption Authorities (ACAs) on Meaningful Youth Engagement in Anti-Corruption Work", the ICAC published a "Practical Guide for Youth Anti-corruption Education", sharing with ACAs worldwide its strategies and practical experience of implementing anti-corruption education programmes tailored to youth at different developmental stages.
