Transparency International Chair visits ICAC

Ms Ferreira Rubio, the Chair of global anti-corruption watchdog Transparency International (TI), visited the ICAC on 27 March 2019 and received an update on Hong Kong's latest probity situation as well as the Commission's graft-fighting efforts both locally and on the international level. Commissioner Mr Simon Peh took the opportunity to brief her on the ICAC's latest initiative in promoting international cooperation on the anti-graft front, in particular through assisting signatories to the UNCAC in strengthening their capacity to fight corruption through tailor-made training and consultancy services.

ICAC officers share Hong Kong's best practices and sustaining anti-corruption capacity building at international forums

ICAC's well tested three-pronged strategy of law enforcement, systemic prevention and community engagement, and our in-depth experience in fighting and preventing corruption are the focal points of best practices sharing and capacity building training on regional and international occasions.

The 7th Annual Meeting of ECAN, and SFO Fraud and Corruption Conference 2019
(5-7 March 2019, Auckland, New Zealand)

ECAN is a high-level worldwide network of law enforcement organisations, primarily involved in the investigation and prosecution of economic crimes. It was established in 2013 to promote cooperation between law enforcement organisations from around the world.

On 5 and 6 March 2019, ICAC's Deputy Commissioner and Head of Operations Mr Ricky Yau and Principal Investigator Mr Jamie Fung attended the 7th Annual Meeting of the Economic Crime Agencies Network (ECAN) held in New Zealand. Echoing the theme "developing capability" of the meeting, Mr Fung gave a presentation regarding the strategy and experience of the ICAC in dealing with the upsurge of corruption-related financial fraud cases over the years.

The Fraud and Corruption Conference 2019 hosted by Serious Fraud Office (SFO) of New Zealand on 7 March 2019 in Auckland was attended by more than 200 law enforcement officials and anti-corruption experts around the world. Mr Yau delivered a speech on "A City of Tales: Hong Kong's Experience in Fighting Corruption" by introducing the integrative and synergistic three-pronged strategy in fighting corruption in Hong Kong.

Mr Yau shared Hong Kong's experience in fighting corruption in the Fraud and Corruption Conference 2019.

UNAFEI UNCAC Training Programme and ACPF-ACLD Joint Annual Seminar
(November 2018, Tokyo)

In November 2018, upon the invitation of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), senior officers of the Community Relations Department of the ICAC Ms Corinna Wong (Assistant Director) and Ms Brenda So (Regional Officer) shared ICAC's comprehensive public engagement programmes at UNAFEI's 21st United Nations Convention against Corruption (UNCAC) Training Programme on "Combating Corruption through Effective Criminal Justice Practices, International Cooperation and Engagement of Civil Society". During this trip to Tokyo, Japan, they also took the opportunity to introduce ICAC's public education work at a joint annual seminar by the Asia Crime Prevention Foundation (ACPF) and the Association of Corporate Legal Departments (ACLD) in Tokyo.


UNAFEI is a United Nations regional institute, established in 1962 by agreement between the United Nations and the Government of Japan. The first international training course was organised as early as in 1962, and subsequently usually three sessions a year on different themes and focuses.

"All for Integrity" multi-year publicity programme - "Youth Integrity Fest"

ICAC attaches great importance to engaging young people in the anti-corruption work and reinforcing the core value of integrity among them. The "Youth Integrity Fest" Programme, a two-year programme spreading across 2017-2019, is a part of the "All for Integrity" multi-year territory-wide publicity programme aiming at sustaining and passing on the probity values to people from different walks of life, in particular young people.
