ICAC Commissioner shares Hong Kong's experience in maintaining a clean public sector

On 21 - 24 January 2019, ICAC Commissioner Mr Simon Peh Yun-lu addressd the 10th Annual Conference and General Meeting of the International Association of Anti-Corruption Authorities (IAACA) and attended its Executive Committee (ExCo) meeting at the United Nations Office in Vienna.

The IAACA, of which Hong Kong ICAC has been a member since 2007, is a non-governmental international organisation set up to promote cooperation in worldwide anti-corruption issues and foster the effective implementation of the United Nations Convention against Corruption. ICAC Commissioner is an ExCo Member of the IAACA and Convenor of its Training Committee.

Mr Peh attended the IAACA Executive Committee meeting in United Nations Office in Vienna.

The conference with the theme "15 Years of the United Nations Convention against Corruption: Accomplishments and Prospects" was attended by about 300 anti-corruption and law enforcement officials and experts around the world. Mr Peh, as one of the panel speakers in the conference, delivered a speech on Hong Kong's experience in sustaining high level of public sector integrity.

Mr Peh delivered a speech to share Hong Kong's experience in sustaining high integrity in the public sector at the IAACA Annual Conference.

Mr Peh elaborated that the keys to sustain a public sector with high ethical standard included clear control measures and systems, rigorous implementation, robust sanctions and capacity building for public officials, while the characteristics of Hong Kong's efforts can be summarised into three aspects, namely strong legal regime, effective regulatory system and top-down commitment.

As the Convenor of IAACA's Training Committee, Mr Peh also reported the Committee's work progress to members of the Association at the General Meeting and introduced to the members a survey to facilitate a mapping exercise of members' training needs for the Committee with a view to planning future training activities.
