In her welcome speech, Mrs Carrie Lam, the Chief Executive of Hong Kong Special Administrative Region, pointed out that Hong Kong's well-developed legal system and independent judiciary provide sound legal protection for investments. At the same Colloquium, Mr Simon Peh, the ICAC Commissioner, spoke on "Deal Clean to Sustainable Development - Hong Kong's Success Story". He stressed that a holistic anti-corruption approach and sound rule of law are two of the major critical success factors enabling Hong Kong to achieve and sustain its level-playing field for business as well as a fair and just society. To help other countries to strengthen corruption prevention capacity, Mr Peh also highlighted that the ICAC stands ready to share its enforcement and corruption prevention experience with overseas anti-corruption agencies.
