ICAC shares Hong Kong's anti-corruption experience at the World Justice Forum V in The Hague
July 2017
ICAC"s Director of Community Relations, Mr Raymond Ng, as invited by The World Justice Project (WJP), shared Hong Kong"s successful experience in fighting corruption in the topical panel "Combatting Corruption: New Approaches and Proven Strategies" of The World Justice Forum V (Forum) held in The Hague, Netherlands on 11th July 2017.

Using the "ICAC" Formula, a framework encompassing the four pillars of the Commission"s engagement work, Mr Ng explained how attitude change and trust building in the Hong Kong society were brought about in the past four decades thereby contributing to the transformation of Hong Kong from a place with rampant corruption to being one of the cleanest metropolitan cities in the world.
"I C A C" Formula | |
---|---|
I | Institutional Holistic Approach tackling corruption on all fronts through law enforcement, prevention and community education |
C | Consensus and Culture Building deploying a double-barrelled strategy of mass media publicity and face-to-face contacts |
A | Activating Civic Participation galvanising and sustaining citizens" continuous support to the work of the ICAC |
C | Collaboration with Key Stakeholders engaging different sectors to further spread ICAC messages with multiplying effect |
In the panel discussion, Mr Ng also highlighted the critical success factors of the ICAC, the continuous engagement of the younger generation and the effective use of new and social media.
To showcase ICAC"s signature publications, online resources and products in electronic format developed for the business and government sectors, young people and the general public, a publicity booth was also staged at the Expo alongside the Forum. Through this additional platform, the ICAC was able to reach out to the participants from different continents.
Riding on the positive responses generated from the sharing and exchanges with Forum participants, the ICAC will continue to promote Hong Kong"s robust anti-corruption regime to the international community and foster cooperation with our partners in different parts of the world.
Featured in Mr Ng"s presentation at the Forum is a video on ICAC"s civic engagement efforts and Hong Kong people"s clear stance on embracing integrity as a core value of the city. Enjoy!
