ICAC's commitment to maintaining Hong Kong's well recognised clean culture

The ICAC has just released its Annual Report 2016 summarising our achievements and challenges in graft-fighting over the past year. Let"s take a quick look of the highlights:
- The corruption situation in Hong Kong remained stable and under control. In 2016, the ICAC received a total of 2,891 corruption complaints (excluding election-related complaints) representing a slight increase of 3% when compared with the previous year. However, according to the 2016 Annual Survey conducted by an independent polling agency, only 1.2% of the respondents had come across corruption in the past 12 months. The same survey indicated that public stayed vigilant and intolerant against corruption: on a scale of 0 (intolerance) to 10 (acceptance), the mean score of tolerance to corruption of the respondents was 0.7 only.
- Recent cases involving senior government officials and business tycoons showed that the ICAC has been discharging its duties professionally, impartially and without interference. Stringent mechanism of checks and balances guarantees that ICAC's investigative work could never be interfered by any person nor would it deviate from the normal path because of personnel movement.
- The year 2016 saw the conclusion of the Legislative Council Election and other public elections. To uphold clean and fair elections, the ICAC has been taking vigorous law enforcement actions against corrupt practice. In collaboration with relevant government departments, the ICAC has been reviewing the electoral legislation and procedures to ensure a sound and reliable voter registration system. Anti-vote-rigging messages have been disseminated through extensive publicity and pre-election briefings.
- The Commission has completed 69 assignment reports on systems and procedures of government departments, public bodies and non-governmental organisations and offered prevention advice to private organisations on 880 occasions to strengthen their internal control and governance.
- We have also organised a territorial-wide "All for Integrity" education and publicity programme in 2016 to reach out to people in different strata of the community. The programme was supported by over 80 organisations and had reached out about 790,000 people.
- The probity situation of the city and ICAC"s efforts have continued to be recognised both locally and abroad. According to the 2016 ICAC Annual Survey, 96.2% of the respondents considered the ICAC deserving their support while various international surveys ranked Hong Kong as one of the cleanest places in the world:
