Rule of Law Index 2025, World Justice Project

• The Rule of Law Index assesses the extent which countries/jurisdictions adhere to the rule of law in practice by examining eight factors, namely constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice and criminal justice.

• In the 2025 Index, Hong Kong is ranked the 9th under the factor of "absence of corruption" out of 143 countries/territories.
