2019 Index of Economic Freedom, Heritage Foundation
Hong Kong is the world’s freest economy for the 25th consecutive year under the 2019 Index of Economic Freedom.

The Index measures 12 quantitative and qualitative factors under four key aspects of the economic environment, namely Rule of Law, Government Size, Regulatory Efficiency and Market openness. Three factors are being assessed under the key aspect of Rule of Law, i.e. Property Rights, Judicial Effectiveness and Government Integrity.
In relation to Hong Kong, the 2019 Index mentioned that "A high-quality legal framework provides effective protection of property rights and strongly supports the rule of law. There is little tolerance for corruption, and a high degree of transparency enhances government integrity." In describing our anti-corruption efforts, the Index described that "Hong Kong has an excellent record of combatting corruption."
