Six months for offering loan to Detective Sergeant while under police investigation

A self-employed car broker was sentenced to six months' imprisonment at Western Court today (Friday) for offering a $50,000 loan to a Police Detective Sergeant who was investigating him for alleged bookmaking offences.

Yuen Chi-ming, 53, earlier pleaded guilty to one count of offering an advantage to a government officer, Detective Sergeant Wu Chung-yi, while having dealings with the government through the Police, contrary to Section 8(1) of the Prevention of Bribery Or dinance.

The case arose from a referral from the Police.

Magistrate Mr Simon Wong said an immediate custodial sentence was imposed to serve a deferrent effect, since the offence committed by the defendant was a serious one.

The court heard that on December 18 last year, Yuen and his associates were arrested by the Police in an operation for alleged illegal bookmaking.

Wu was one of the raiding team members during that operation.

Twelve days after the operation, Yuen and Wu had a meeting in Yuen's car.

After Wu got off from Yuen's car, Yuen drove off from Brewin Path, Central.

Yuen was subsequently arrested by the Police after a wad of banknotes totalling $50,000 was found by the side of a refuse collection point.

On December 31 last year, Yuen and the money were handed over to the ICAC for enquiries.

Under caution, Yuen admitted that he came to know Wu after he was arrested in a Police operation in which Wu took part.

He also admitted he had lent $50,000 to Wu because Wu told him that he was in a difficult financial situation.

The prosecution was today represented by Emily Cheung on a fiat, assisted by ICAC officer Allen Ting.
