2001-12-15

ICAC Commissioner Mr Alan Lai Nin had met with Dr Ye Feng, Director of Foreign Affairs Bureau, Supreme People's Procuratorate, during his recent visit to Hong Kong.

Mr Lai said Dr Ye's visit had enabled both sides to exchange views and information on the latest developments of each other's anti-corruption work.

“In the light of growing economic, financial and social ties between the Mainland and Hong Kong, it is important that we should continue to enhance liaison and cooperation with our Mainland counterparts on operational, prevention and community education fr onts,” Mr Lai said.

At the meeting, Dr Ye noted that prevention through the strengthening of system control was fundamental to the fight against corruption.

“Corruption investigation aside, procuratorates on the Mainland have intensified their efforts in instituting preventive procedures in order to achieve better results,” Dr Ye said.

The Corruption-Related Crime Prevention Department, set up in August last year by the Supreme People's Procuratorate, was tasked to tackle the problem at the root, Dr Ye noted.

During the visit, Dr Ye also took time to tour various facilities of the ICAC and was briefed by heads of the Commission's three departments - Head of Operations Mr Tony Kwok Man-wai, Director of Corruption Prevention Mr Thomas Chan Chi-sun and Director o f Community Relations Mrs Susan Mak Lok Suet-ling on the territory's anti-corruption work.

He said the visit to the ICAC allowed both parties to enhance the understanding of each other's work, adding that the two sides would continue to augment communication and cooperation.

Hong Kong and the Mainland have maintained a good rapport in the fight against corruption over the years. On the part of the ICAC, talks on its work and Hong Kong's anti-corruption law had been arranged for Mainland personnel who are on study tours or tr aining courses in the territory.

Talks were held on 143 occasions for 4,361 visitors from the Mainland last year. In the first 11 months this year, more than 200 such talks were conducted for over 6,100 visitors from the Mainland.

In addition to the ICAC, Dr Ye also visited other policy bureaux and government departments during his seven-day visit to Hong Kong.
