ICAC distributes information booklets for Chief Executive Election

The Independent Commission Against Corruption (ICAC) has produced an information booklet to help candidates in the Chief Executive (CE) Election and their election agents better understand the electoral law.

The information booklet features a gist of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO), which will for the first time apply to the CE Election since it replaced the old electoral legislation in March 2000.

“The information booklet is aimed to alert candidates, election agents and their supporters to the legal requirements and to avoid any inadvertent contraventions of the electoral law,” ICAC Programme Co-ordinator (Elections), Miss Rosaline Cheung said.

“A checklist of ‘'91Dos’ and ‘'91Don’ts’ has also been included in the booklet, outlining the key points of the ECICO that govern election campaign,” she added.

Also featured in the booklet is a “Questions and Answers” section which highlights anticipated common concerns with regard to the spirit and content of the ECICO.

The Information Booklet can be obtained from the eight Regional Offices of the ICAC and the Registration and Electoral Office upon request, starting from Monday (Dec 24). Members of the public can now browse through and download the salient points of the ECICO and related information from the ICAC Corporate Website ( www.icac.org.hk ).

Since individual members of the Election Committee (EC), besides voting to elect the next CE, might act as the election agent of a candidate or participate in the electioneering activities, the booklet would also be distributed to EC members for their ref erence, Miss Cheung said.

The ICAC is running a 24-hour election hotline 2920 6530, which will operate till April, to answer enquiries concerning the ECICO.

Miss Cheung said ICAC officers would attend briefing sessions organised by the Electoral Affairs Commission to enhance awareness and better understanding of the ECICO so that candidates and election agents would not breach the law unknowingly.

“We will also, upon request, provide individual briefings for candidates and election agents to expound on the essence of the legislation,” she said.
