Pair charged for alleged bribery scams over construction projects

Two men, a Chief Manager of a listed company and a director of another company, were today (Friday) charged by the ICAC for alleged corruption.
Wong Kwok-wang, Warren, 46, Chief Manager of The Wharf (Holdings) Limited (Wharf), and Tso Wai-cheung, Edwin, 39, a company director, were brought to the Eastern Magistracy this afternoon for mention.
No pleas were taken. Magistrate Mr David Dufton adjourned the case until February 7, 2003 for mention.
Wong was charged with one count of conspiring with Chan Siu-wing to accept sums of money from Leung Chi-sum of Ping Kee Construction (HK) Co. Limited (Ping Kee) between April and December 2002.
The alleged bribes were said to be rewards for Wong to ensure the certification of contract payments between Wharf and Ping Kee.
Tso faced one count of conspiring with Chan and Wong to solicit about $10 million from Ho On-sing, Executive Director of Gammon Skanska Limited (Gammon), for Wong to assist in securing a construction contract for Gammon with Wharf in relation to Bellagio Phase II.
The alleged offence took place between January and December 2002.
Wong was granted cash bail of $500,000, while Tso was granted cash bail of $200,000 and sureties totalling $300,000. The duo was also ordered not to leave Hong Kong, surrender all travel documents, not to interfere with prosecution witnesses, and inform t he ICAC of any change of address within 24 hours.
The prosecution was today represented by Senior Government Counsel Alex Lee, assisted by ICAC officer Lo Cheuk-wa.
