Legco election candidate charged for alleged corrupt conduct

A candidate of the 2004 Legislative Council (Legco) Election was today (Monday) arrested and charged by the ICAC for allegedly offering an advantage to a prospective candidate for the latter not to run in the election.

Kaizer Lau Ping-cheung, 53, quantity surveyor, facing one count of offence under Section 7(1)(a)(i) of the Elections (Corrupt and Illegal Conduct) Ordinance, will appear in Eastern Magistracy at 9:30 am on Wednesday (December 15).

The charge alleges Lau of engaging in corrupt conduct in relation to the 2004 Legco Election (Architectural, Surveying and Planning Functional Constituency) on August 2 this year, by offering a favour to a prospective candidate as an inducement for the la tter not to stand as a candidate in the election.

The alleged favour was said to consist of the facilitation of the development of the prospective candidate's surveying practice through Lau's knowledge of business contacts in Hong Kong and Mainland China.

The defendant has been released on ICAC bail, pending his court appearance on Wednesday.
