Trio face bribery charges over consultancy contracts of residential buildings

A sales manager of an architect firm and two other persons were charged by the ICAC for allegedly bribing a clerk and an office-bearer of the Incorporated Owners of two residential buildings and an employee of a property management company of another building for securing consultancy contracts.

Yeung Wai-wah, 33, sales manager of Century Architects Limited (Century); Cheung Man-tak, 40, sales manager of a construction company; and Chow Siu-hung, 50, former senior manager of a property management company, pleaded not guilty to five corruption cha rges when appearing at Kowloon City Magistracy this (Friday) morning.

Magistrate Mr Ernest Lin adjourned the case to January 6, 2006 for a pre-trial review. The defendants were each granted bail of $30,000 in cash, and were ordered not to leave Hong Kong and not to interfere with prosecution witnesses.

Yeung alone faced three charges of offering an advantage to an agent.

One of these charges alleged Yeung of offering an advantage, equivalent to the share of costs towards the maintenance fee contributed by each resident of Woosung House in Jordan, to the vice-chairman of the Incorporated Owners of the building for assistin g Century to procure a consultancy contract of the building.

The second charge alleged Yeung of offering $2,000 to a part-time clerk employed by the Incorporated Owners of Wing Shing House in Tsz Wan Shan for securing a canopy maintenance consultancy contract.

Yeung was also alleged of offering several ten thousand dollars to an employee of a property management company for assisting Century in boosting up the extent of a renovation project at On Hong Mansion in Tsz Wan Shan.

Yeung and Cheung together faced one count of conspiracy to offer a sum between $20,000 and $50,000 to the part-time clerk of the Incorporated Owners of Wing Shing House, as reward for assisting Century in securing a canopy maintenance consultancy contract .

Chow was charged with one count of offering $4,000 to the part-time clerk for a similar reason.

The alleged offences took place between March 2002 and September 2004.

The prosecution was today represented by ICAC officer Mon Chan.
