Former sports association executive faces court for alleged misappropriation of LCSD subsidies

A former executive of a sports association, charged by the ICAC, appeared at the Kowloon City Magistracy today (Thursday) for allegedly misappropriating funds totally over $337,000, which was subsidies granted by the Leisure and Cultural Services Departme nt (LCSD).

Ivy Tam Suk-yee, 49, former vice president-cum-treasurer of the Hong Kong DanceSport Association Limited (HKDSA), faced 18 counts of theft.

No plea was taken. Magistrate Mr Ernest Lin adjourned the case to January 19, 2006 for plea. The defendant was granted bail of $30,000 in cash, and was ordered not to leave Hong Kong and not to interfere with prosecution witnesses.

The case arose from a corruption complaint. Subsequent inquiries revealed the alleged misappropriation.

HKDSA is a non-profit making organization for promoting dancing activities, some of which are subsidized by LCSD.

At the time of the alleged offences, the defendant was responsible for the daily operation of HKDSA, and had full access to all accounting documents, bank books and cheque books of HKDSA.

The charges alleged that between October 2002 and July 2004, the defendant had on 18 occasions misappropriated funds totalling $337,700 belonging to HKDSA.

ICAC investigation revealed that the funds were subsidies granted by LCSD for sponsoring training courses and activities organized by HKDSA.

The prosecution was today represented by ICAC officer Ronald Chan.
