A Police Constable has been charged by the ICAC for allegedly attempting to defraud a victim in a suspected burglary case of $100,000, by falsely representing that the sum would be used as "bait money" for "buying back" the victim's stolen properties.

Cheung Ho-pong, 32, will appear at Kowloon City Magistracy at 9:30 am on Thursday (December 21) on one count of attempted fraud.

The ICAC investigation arose from a corruption complaint. Subsequent inquiries revealed the alleged fraud offence, which took place between August 23 and 24, 2004.

The charge alleges Cheung of having made a false representation to a victim in a suspected burglary case investigated by the Police, claiming that he would use the money provided by the victim to arrange for his informant to "buy back" a quantity of suspe cted stolen goods from a Filipino woman with a view to solving the burglary case.

Cheung is alleged to have attempted to induce the victim to give him $100,000, which would result in benefit to the defendant or in prejudice to the victim.

The defendant has been released on ICAC bail, pending his court appearance on Thursday.
