ICAC officers commended for outstanding anti-corruption work

Twenty-eight officers of the Independent Commission Against Corruption (ICAC) were today (Thursday) awarded commendations in recognition of their exemplary performance in anti-corruption work.

Speaking at the annual Awards Presentation Ceremony, ICAC Commissioner Mr Timothy Tong Hin-ming commended these graft fighters for their strong commitment and perseverance in carrying out their challenging duties.

Their concerted efforts had helped the ICAC gain the public's continuous support and sustain a high reputation both locally and overseas, Mr Tong noted.

This year, two investigators were awarded the Commissioner's Commendation for their exceptional professionalism in successful investigation of complex cases involving listed companies.

Acting Chief Investigator Joey Lee Chi-leung was commended for his professionalism demonstrated in an investigation of conspiracy to defraud and theft, which resulted in the conviction of three senior executives of a publicly listed company in the Court o f First Instance.

Senior Investigator Jamie Fung Chi-wai's outstanding investigative ability has led to the conviction of the chairman of a publicly listed company and his associates for offences of false accounting and money laundering.

Apart from the two investigators, Regional Officer of the Community Relations Department Raymond Ng Kwok-ming was honoured for his outstanding performance in organising the "Ethics - The Core Value of Leadership" 2007 Directors' Forum, which represented a breakthrough in the Commission's effort in enhancing corporate governance in partnership with company directors.

Fourteen other investigators were presented the Operations Department Directorate Commendation for their professionalism, determination and devotion in carrying out corruption investigations in relation to bribery cases involving correctional services off icers, a tips-for-bets scam involving a jockey, and a short piling scam in a public housing estate.

Meanwhile, four officers of the Corruption Prevention Department received the Director of Corruption Prevention's Commendation for their outstanding performance in corruption prevention work.

Senior Assignment Officer Kenny Fok Kwong-man and Assignment Officer Lucia Wong Yeuk-man were commended for their contribution to the production of a best practice module to promote ethical practices in the catering industry.

This year, seven officers received the Director of Community Relations' Commendation for their outstanding performance in organising effective public education programmes.

Community Relations Department Regional Officer Dorothy Cheung Kwai-ying, Deputy Regional Officer Mary Lau Kwok-mei, Senior ICAC Officer Eric Leung Wing-hang and Anna Lam Shuk-yee were praised for planning and implementing the "Integrity Programme for Wor ks Departments".

Deputy Regional Officer Yvonne Mui Yee-yu and Senior ICAC Officer Lawrence Chung Wan-hon were also commended for organising the "Ethics - The Core Value of Leadership" 2007 Directors' Forum, while Chief Mass Media Officer Anita Lo Heung-lan received comme ndation for producing the 2007 ICAC television drama series.

Three senior ICAC officers, who were earlier honoured by the Government, also received souvenirs from the ICAC Commissioner at the award presentation ceremony.

They are Assistant Director of Operations Rebecca Li Bo-lan, who received the Hong Kong ICAC Medal for Distinguished Service; and Principal Investigator Alan Wu Tat-sun and Chief Investigator Vitus Chung Kee-ying who received the Hong Kong ICAC Medal for Meritorious Service.

In addition, 110 ICAC officers and staff of various ranks and grades, including Head of Operations Daniel Li Ming-chak were given medals, certificates or plaques for their long services in the Commission and the Government.
