Trio arrested and charged for alleged voting offences at VR election

Three registered voters of the 2007 Village Representative (VR) Election (Resident Representative) have been arrested and charged by the ICAC for allegedly committing voting offences in the VR election for Ha Shan Kai Wat Village, Ta Kwu Ling.

Ken Lam Kam-kwan, 37, security equipment technician; Lam Yuet-heung, 40, former clinical attendant; and Lam Yuet-kuen, 35, saleslady, each faces one count of corrupt conduct with respect to voting at the election, contrary to Section 16(1)(a) of the Elect ions (Corrupt and Illegal Conduct) Ordinance.

The defendants, who are siblings, will appear in Fanling Magistracy at 9:30 am on Friday (December 14).

The charges allege that on January 6, 2007, the defendants had voted at the 2007 VR Election (Resident Representative) for Ha Shan Kai Wat Village, knowing that they were not entitled to do so.

For the 2007 Village Representative (Resident Representative) Election, the Home Affairs Department (HAD) had launched a series of publicity programmes to remind electors that they would not be eligible to vote if they had moved out from their registered residential address at the village.

On the polling day, HAD staff also warned all electors that if they had moved out from the village, they were disqualified to vote in that village.

The defendants have been released on ICAC bail, pending their court appearance on Friday.
