Senior Engineer of Highways Department charged with bribery

A Senior Engineer of the Highways Department (HyD) was today (Wednesday) charged by the ICAC for soliciting and accepting bribes from a director of a civil engineering company for having favoured the latter in its business with the HyD.

Wong Chiu-yau, 55, faces two counts of public servant soliciting an advantage and two of public servant accepting an advantage, contrary to Section 4(2)(c) of the Prevention of Bribery Ordinance.

The defendant will appear at Kowloon City Magistracy at 9:30 am this Friday (December 3) for plea.

At the time of the alleged offences, the defendant was responsible for supervising the work of the civil engineering company, which was a contractor of the HyD to carry out the retrofitting of noise barriers on a road in Kowloon.

Two of the charges allege that in December 2008, the defendant solicited and accepted $10,000 from the civil engineering company’s director as a reward for having assisted or favoured the latter in the transaction of business with the HyD.

The remaining two charges allege the defendant of having solicited and accepted $20,000 from the civil engineering company’s director in January 2009 for the same reason.

The HyD has rendered full assistance to the ICAC in its investigation.

The defendant has been granted ICAC bail, pending his court appearance on Friday.
