ICAC drive to promote 'Clean CE Election’

As part of the clean election campaign for the Chief Executive (CE) Election, the ICAC has produced an information booklet on the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) and started approaching candidates and their campaign offices to ar range briefings.
Featuring major provisions of the ECICO, the information booklet alerts candidates, election helpers and all Election Committee (EC) members to the legal requirements in election activities, including nomination, electioneering, voting, and administratio n of election expenses and donations.
With the assistance of the Registration and Electoral Office, the information booklet will be distributed to candidates when they submit their nomination forms, and mailed to all EC members together with poll cards.
Copies of the information booklet were also sent to the campaign offices of candidates upon request.
Meanwhile, an electronic reminder designed to help supporters of candidates avoid inadvertent breaches of the law has been launched.
“For example, in arranging publicity activities for candidates such as forums, supporters are advised to invite all candidates to provide the latter with an equal opportunity to promote their election platforms,” said ICAC Deputy Programme Coordinator (Elections) Ms May Fan Ching-yin.
“If only particular candidates are invited to attend any function that may incur election expenses, the organisers must have the prior written authorisation from such candidates as their election expense agents,” said Ms Fan.
Likewise, supporters should not incur any election expenses by publishing election advertisements without the prior authorisation of a candidate in writing. In election advertisements, they should not make any false or misleading statement about any cand idate.
In making election donations exceeding $1,000, supporters should provide their names and addresses for the candidates to issue receipts as required by the election law.
Apart from this dos and don’ts checklist, the electronic reminder also contains a number of “Frequently-Asked-Questions” to illustrate how the law may apply in various scenarios in relation to election meetings, election advertisements and election donations.
Members of the public may access the information booklet and the reminder from the “Support Clean CE Election” dedicated webpage ( www.icac.org.hk/elections ).
The ICAC has also set up an election enquiry hotline (2920-7878) to receive public enquiries on the electoral law and the clean election programme.
