23 ICAC officers commended for outstanding performance in anti-graft work

Twenty-three officers of the ICAC were today (Tuesday) awarded commendations in recognition of their exemplary performance in anti-corruption work.

Speaking at the 2012 Awards Presentation Ceremony, ICAC Commissioner Mr Simon Peh Yun-lu said corruption crimes have become increasingly sophisticated and globalised, posing new challenges to graft fighters of whom the public has high expectations.

Mr Peh stressed that officers from the three departments ought to rise to these challenges with team spirit, common belief and dogged determination, and continue to enhance their professional capacity.

At today’s ceremony, a posthumous Commissioner’s Commendation was awarded to late Chief Investigator Martin Tse Yuk-sing for his perseverance and professionalism throughout an investigation into conspiracy to defraud and money laundering offences involving senior management staff of a listed company.

Noting that Mr Tse was awarded the Commissioner’s Commendation for three consecutive years, Mr Peh commended Mr Tse for his outstanding performance and paid respect to Mrs Tse, who received the commendation on behalf of her late husband.

Chief investigator Lau Kit-yin was also awarded the Commissioner’s Commendation for her outstanding investigative ability, perseverance and professionalism of an exceptionally high order over a probe of senior management staff of a company listed in Singapore for conspiracy to defraud offences.

Thirteen other investigating officers received the Operations Department Directorate Commendation for their professionalism and devotion in carrying out corruption investigations.

They were Chief Investigator Gidwani Sudhir Gulab; Senior Investigators Lau Sau-ming, Vivian Lee Mo-han, Chu Mei-po, See Chiu-kwan, Raymond Yung Lai-ming, Tse Suk-yee, Edward Cheng Chung-hon, Wong Chi-kong, Leung Po-shan; Investigators Ng Ka-kin, Wong Yau -cheung and Forensic Accountant Kwan Tak-ching.

These included cases of forgery and conspiracy to defraud by insurance agents; corruption involving a securities company; corruption and fraud in procurement; as well as conspiracy to defraud in obtaining bank loans and money laundering involving a number of key persons and directors of different companies.

Other cases were related to the public sector. They included corruption and fraud cases involving an officer and an assistant officer of the Correctional Services Department; misconduct in public office and false accounting by a professor and an administrative assistant of The University of Hong Kong ; vote-buying involving a candidate of the 2011 Rural Committee Election, as well as vote-rigging and other offences under the Elections (Corrupt and Illegal Conduct) Ordinance committed by a number of registered voters in the 2011 District Council Electi on.

Meanwhile, three officers of the Corruption Prevention Department received the Director of Corruption Prevention’s Commendation.

Chief Corruption Prevention Officers Wendy Au Man-ling and Margaret Chan Sau-king were respectively commended for their contribution in the production of two Best Practice Checklists for estate agencies and National Sports Associations.

Senior Corruption Prevention Officer Reggie Lai Wai-yan was praised for her research on technology transfer and commercialisation, and financial reporting, leading to the production of the Corruption Preventive Guide for Tertiary Education Institutions.

This year, three officers received the Director of Community Relations’ Commendation for their outstanding performance in public education programmes.

Chief New Media Officer Byron Kwan Wai-hong was commended for his exceptional ability in planning and organising the Cross-boundary Anti-corruption Computer Animation / Comics Competition.

Acting Principal Youth and Education Officer Brenda So Yim-ling and Chief Liaison Officer Tong Suk-yin were praised for their devotion to duty in planning and coordinating the IAACA International Anti-Corruption Public Service Announcement Video Competiti on and Workshop.

Two ICAC officers, who were earlier honoured by the Government, also received souvenirs from the ICAC Commissioner at the Awards Presentation Ceremony.

They were Principal Investigator Andrew Lai Kar-yan and Chief Investigator Wong Yiu-chung who had received the Hong Kong ICAC Medals for Meritorious Service.

Meanwhile, over 110 serving and former ICAC officers and staff of various ranks and grades were also given medals, certificates or plaques for their long services in the Commission and the Government.
