ICAC Commissioner assures foreign business leaders of Hong Kong’s effective anti-graft regime

Hong Kong’s clean civil service, effective anti-corruption regime as well as its sound judicial system have combined to provide a level playing field for investors, ICAC Commissioner Simon Peh Yun-lu today (Wednesday) told around 50 foreign business leaders visiting the SAR.

At the ICAC’s Centre of Anti-Corruption Studies, Mr Peh welcomed business representatives from more than 10 countries including the United States, United Kingdom, Australia, Canada, Germany, Russia and Japan. Coming from various sectors such as banking, finance, logistics and publishing, they are in Hong Kong to attend the “Hong Kong Forum” hosted by the Hong Kong Trade Development Council and the Federation of Hong Kong Business Associations Worldwide.

At today’s meeting, Mr Peh briefed the business representatives on the ICAC’s time-honoured “three-pronged” anti-graft strategy –'96 law enforcement to bring the corrupt to book; prevention to plug corruption loopholes; and education to entrench an integrity culture and cultivate a zero tolerance to corruption in the community.

As for the business sector, the ICAC’s Advisory Services Group provides free, timely and tailor-made preventive advice to help enterprises strengthen governance and minimize corruption risks through systemic and procedural improvements.

In addition, with the support of the major chambers of commerce, the ICAC’s Hong Kong Ethics Development Centre is tasked to promote business and professional ethics, help companies to review their codes of conduct and provide staff integrity training.

Participants praised the Commission’s comprehensive approach which combined vigorous enforcement and partnership with the business sector to fight corruption and maintain a clean business environment.

Each year the ICAC provides corruption prevention services to more than 500 business organisations and organises integrity training for over 40,000 private sector employees. The Commission is also in regular contact with companies listed in Hong Kong, of which over 60% had used the ICAC’s corruption prevention services.
