Ex-employee of charity charged with soliciting bribe from supplier over procurement of AV equipment

The ICAC today (February 5) charged a former employee of a charitable organisation with bribery for allegedly soliciting over $42,000 from a supplier in relation to the procurement of audio and visual (AV) equipment.

Chan Siu-pang, 53, former information technology officer of the Asian Academy of Family Therapy Limited (AAFT), faces one count of agent soliciting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

The defendant will appear at the Eastern Magistrates’ Courts next Tuesday (February 9) for plea.

The AAFT is a charitable and non-profitable organisation which promotes family therapy for enhancing the quality of family health.

In around April 2019, the AAFT planned to relocate its office. The defendant, who was the information technology officer of the AAFT, was instructed to obtain quotations from suppliers for the procurement of AV equipment to be installed at its new office.

The charge alleges that between October 10 and 23, 2019, the defendant, without lawful authority or reasonable excuse, solicited a bribe of $42,500 from a sales manager of a supplier on account of the procurement of AV equipment for the new office of the AAFT.

It is alleged that the bribe concerned represented five per cent of the initial price quoted by the aforesaid supplier for the abovementioned procurement, which amounted to about $850,000.

ICAC enquiries revealed that the aforesaid sales manager did not accede to the defendant’s solicitation and reported the matter to his supervisor.

The AAFT and the supplier concerned have rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance next Tuesday.
