ICAC Chief commends around 220 ICAC officers and encourages all ICAC staff to cast votes in the DC Election

Around 220 ICAC officers were today (December 6) awarded commendations in recognition of their professionalism, outstanding performance and dedicated services in anti-corruption work.
Speaking at the 2023 ICAC Awards Presentation Ceremony, ICAC Commissioner Woo Ying-ming thanked ICAC colleagues for discharging their anti-graft duties persistently without fear or favour. Thanks to the efforts of ICAC officers, there were major breakthroughs in various aspects of law enforcement, corruption prevention, education and international cooperation in the last year.
Woo especially expressed his gratitude to frontline and supporting staff upholding a clean District Council (DC) Election, and appealed to all ICAC colleagues to cast their votes. “ICAC will be fully mobilised on the polling day while officers will be deployed to polling stations and regional offices. Arrangements have been made to facilitate officers who are on duty that day to cast their votes. Reforming the DC is an important episode in the implementation of improving district administration. It is of the utmost importance to every citizen and the future district developments. I call on all of you to cast your votes,” Woo added.
At today’s ceremony, five investigators were awarded the Operations Department Directorate Commendation. Four of them were praised for their outstanding investigative abilities and devotion to duty in various cases relating to corruption, misconduct in public office, unlawful access to computer, leading to the prosecution and conviction of multiple defendants. Another investigator was awarded for his work leading to crime proceeds of HK$63 million being confiscated from a defendant who was convicted of offering an advantage to a then senior executive of a bank.
The awardees were Head of Asset Recovery Office Gidwani Sudhir Gulab, Senior Investigator Ho Cheuk-wing, Henry Lung Ho-yan, Gavin Lau Hin-kit and Investigator Emily Cheung Oi-lam. Furthermore, members of an investigation group were also awarded the Operations Department Directorate Commendation for the professional ability in conducting covert operations in a number of major investigations concerning both public and private sectors.
Apart from law enforcement work, Officers of the F Group of the Corruption Prevention Department (CPD) were awarded the Director of Corruption Prevention’s Commendations for the planning and deliver of the “Professional Anti-corruption Training in Banking Management”, setting a successful model for anti-corruption courses of the Hong Kong International Academy Against Corruption. Chief Youth and Education Officer Angel Kwok Wing-yee was awarded the Director of Community Relation’s Commendation for leading her team to plan and implement the “ICAC ELITE Youth Leadership Programme” tailored for tertiary and senior secondary students. Chief International Cooperation Officer Winnie Wa Lei-chun was awarded the Director of International Cooperation and Corporate Services’ Commendation for leading her team to provide secretariat support to the International Association of Anti-Corruption Authorities (IAACA), organising meetings, international and regional training programmes for the Association, and coordinating the opening of the new office of IAACA Secretariat.
Over 80 investigators and 3 investigation units were awarded the Assistant Director’s Commendation of the Operations Department, while four CPD officers and four Community Relations Department officers received the Assistant Director’s Commendation of their departments respectively. Two other ICAC officers were also International Cooperation and Corporate Services Department Assistant Director’s Commendation respectively.
Woo also presented souvenirs to Deputy Commissioner and Head of Operations Ricky Yau Shu-chun, who earlier received the ICAC Medal for Distinguished Service from the Government, and two former ICAC officers, Tsui Chong-shek and Dr Kwok Hon-man, who earlier received the Medal for Meritorious Service respectively. Moreover, around 110 officers and staff of various ranks and grades were awarded medals, certificates or plaques at today’s ceremony for their long and dedicated service in the ICAC and the Government.
