ICAC officers commended for outstanding performance in anti-graft work

Over 100 officers of the ICAC were today (Thursday) awarded commendations in recognition of their outstanding performance, professionalism and devotion to the fight against corruption.
Speaking at the 2015 Awards Presentation Ceremony, ICAC Commissioner Mr Simon Peh Yun-lu noted that ICAC officers had achieved remarkable results in enforcement, corruption prevention and education work in the past year.
Nevertheless, Mr Peh reminded graft fighters that there was no room for complacency. Instead, they must continue to sharpen their professionalism and capability in order to cope with rapid changes and stay ahead of challenges in maintaining Hong Kong’s probity.
At today’s ceremony, seven officers were awarded the Commissioner’s Commendation for their outstanding leadership, investigative ability and professionalism demonstrated in three prominent ICAC cases.
Principal Investigators (PIs) David Williams, Daphne Lim Suet-san; Chief Investigator (CI) Winnie Lee Wai-yee; and Senior Investigator (SI) Hazel Law Pui-man were honoured for their exemplary performance displayed in the corruption investigation leading to the conviction of a former senior government official and three businessmen.
CIs Martin Lee King-man and Andrew Cheung Kin-ling were commended for their exceptional professionalism in an investigation leading to the conviction of an executive director of a listed company, a certified public accountant and a merchant for bribery and conspiracy to defraud; while CI Patrick Leung Ping-fai was praised for his tenacity of an exceptionally high order leading to the conviction of a senior member of an oil company for corruption.
Twenty-four other officers who received the Operations Department Directorate Commendation were commended for their devotion to duty and professionalism in investigating various corruption cases.
The recipients were CIs Ringo Yung Dat-choi, Tommy Lui Kar-chung; SIs Lam Cheung-ching, Matchy Mak Cheung-wing, Bernard Kam Wing-cheong, Phoebe Tsang Hin-yee, Murphy Chan Tak-fai, Aggie Lo Pui-sze, Angel Lui Pui-shan, Harry Wong Wai-hang, Eastman Tang Chin-chiu, Glory Leung Ka-heng, Shirley Lau Yin-yin, Blanche Yiu Wing-wai, Matthew Chang Chor-ming, Nobel Wong Chun, Daniel Cheung Hoi-ming; Investigators Steven Ng Ka-kin, Pan Wai-fat, Wesley Ho Wai-kwan, Wong Tsz-ming, former Investigator Winky Lam Wing-ki; and Forensic Accountants Corinna Kwan Tak-ching and Kobus Cheung Kin-keung.
In addition, about 60 other officers received the Operations Department Assistant Director’s Commendation for their outstanding performance in the investigation of various corruption cases.
Meanwhile, five officers of the Corruption Prevention Department (CPD) received the Director of Corruption Prevention’s Commendation.
Chief Corruption Prevention Officer (CCPO) Edward Law Wai-hung and Senior Corruption Prevention Officer (SCPO) Vivian Ip Wai-man were commended for their professionalism displayed in a programme to maintain the integrity of voter registration for the Legislative Council Functional Constituencies.
CCPO Jessie Pun Yuk-ying and SCPO Mandy Lee Man-yu were commended for their outstanding performance in developing and promulgating a sample code of conduct for non-governmental organisations in the welfare sector, while CCPO Cheung Chin-kit was recognized for his professionalism in the production of a guidebook on managing relationship with public servants.
This year, three officers of the Community Relations Department (CRD) received the Director of Community Relations’ Commendation. Senior Community Relations Officer (SCRO) Amy Chung Wai-sze and Youth and Education Officer Colin Lau Tsz-chun were commended for their outstanding ability and creativity in planning and organising the i-League 5th Anniversary Gathering, while SCRO Elis Leung Ho-yee was praised for planning and coordinating the 20th Anniversary of the Hong Kong Ethics Development Centre.
In addition, six other officers of the CPD and the CRD received the Assistant Director’s Commendation, while a Senior Clerical Officer (SCO) was awarded the Administration Branch Assistant Director’s Commendation.
At the ceremony, three former and one serving ICAC officers who were earlier honoured by the Government also received souvenirs from the ICAC Commissioner.
They were former PI Joe Leung Sing-kwong, former SI Tony Lo Fat-yiu and SI Alice Chan Tang Yuk-ngan who received the Hong Kong ICAC Medal for Meritorious Service; and former Senior Clerical Officer Charles Poon Tak-sum who was awarded the Chief Executive’s Commendation for Government/Public Service.
Meanwhile, over 80 serving and former ICAC officers and staff of various ranks and grades were given medals, certificates or plaques for their long services in the Commission and the Government.
