Clean election drive for Legislative Council By-election

Candidates running for the 2016 Legislative Council (Legco) By-election (New Territories East Geographical Constituency) are urged to tap on educational resources provided by the ICAC, including a comprehensive booklet highlighting the relevant legal provisions, to avoid breaching the law inadvertently.
The By-election, scheduled for February 28, is open for nominations from today (Tuesday) until January 18.
With the assistance of the Registration and Electoral Office, all candidates will each be given a copy of the ICAC’s Clean Legislative Council Election Information Booklet when submitting their nominations.
The booklet contains questions and answers addressing common concerns raised by candidates in previous Legco elections, said ICAC’s Programme Coordinator (Clean Elections) Lily Chung Lai-tuen.
“In addition, candidates and their election agents can also refer to the booklet for scenarios in relation to the application of the electoral law to online election advertisements, canvassing activities and election donations,” said Ms Chung.
ICAC representatives will also attend a briefing by the Electoral Affairs Commission to address common pitfalls in conducting election activities.
“A reminder leaflet entitled Clean Legislative Council Election Guidelines for Electors containing the clean election message will also be mailed to all electors of the New Territories East Geographical Constituency along with the polling notice,” Ms Chung added.
The information booklet and reminder leaflet as well as other relevant educational materials concerning the By-election are available for public access on the ICAC’s dedicated webpage at www.icac.org.hk/elections.
The public may call the ICAC’s Clean Election Enquiry Hotline 2920 7878 for enquiries concerning the Elections (Corrupt and Illegal Conduct) Ordinance during the election period.
Members of the public who wish to lodge complaints about suspected corrupt and illegal conduct in relation to the By-election can call the 24-hour ICAC Report Centre at 2526 6366.
