ICAC Golden Jubilee: Anti-graft officers commended for outstanding performance and reaching new heights

ICAC Commissioner Woo Ying-ming today (December 4) commended about 270 officers for their professionalism, outstanding performance and dedicated services, making various breakthroughs and records in their respective anti-corruption duties as the organisation marked its golden jubilee.
Speaking at the 2024 ICAC Awards Presentation Ceremony, Woo noted that this year, which marked the ICAC’s 50th Anniversary, had been remarkable. He expressed his heart-felt thanks to all colleagues for their hard work and contributions. He added that ICAC officers was a professional team and continued to reach new heights.
“With the hard work and dedication of our colleagues, the ICAC has made significant achievements and breakthroughs in various aspects in the fight against corruption. The Commission continues to contribute to Hong Kong, the country, and the international arena with its increased influence,” Woo said.
Reviewing the Commission’s initiatives in celebration of the golden jubilee, Woo noted that the ICAC had made various breakthroughs and records in different aspects of anti-graft work. On the enforcement front, the ICAC had mounted a series of large-scale operations, responding to livelihood issues. It had also expanded its anti-corruption network through collaboration with other regulatory bodies. On the preventive front, the ICAC promulgated integrity charters in different sectors and encouraged public-private partnerships in combating corruption to align with the country’s Belt and Road Initiative.
On the education front, the ICAC had significantly revamped its publicity strategy, further broadening the Commission’s coverage on social media platforms through creative means. Meanwhile, the “tripartite partnership” anti-corruption strategy formed among the ICAC, the International Association of Anti-Corruption Authorities and the Hong Kong International Academy Against Corruption (HKIAAC) helped strengthened mainland and international co-operation in corruption eradication and contributed to the global anti-graft cause through training and exchanges. The Commissioner encouraged colleagues to be prepared for changes in order to meet future challenges.
At the ICAC Awards Presentation Ceremony, officers of the HKIAAC and the 8th ICAC Symposium Secretariat received the Commissioner’s Commendation, the highest honour among all commendations.
Woo commended HKIAAC officers for their performance of an exceptionally high order in the planning and preparation of the HKIAAC, leading to its successful establishment at the celebration of the ICAC 50th Anniversary in February 2024, and providing an international platform to foster anti-corruption efforts to advance the global anti-corruption cause. By organising various professional training courses, HKIAAC officers had helped enhance Hong Kong’s pioneering role in combating corruption.
Officers of the 8th ICAC Symposium Secretariat were commended by Woo for their professionalism in organising the event. Hosted in May 2024, the highly acclaimed Symposium was participated by over 500 delegates of anti-corruption and law enforcement agencies from nearly 60 jurisdictions, contributing to the mission of “charting a new path to combat corruption” and “telling the good stories of Hong Kong”.
Woo also presented souvenirs to Director of Community Relations, Diman Mak Wai-keung, who earlier received the ICAC Medal for Distinguished Service from the Government, and two Chief Investigators of the Operations Department, Fong Chi-kin and Lui Kar-chung, who earlier received the ICAC Medal for Meritorious Service.
For professional law enforcement, three units and 19 investigators of the Operations Department were awarded the Operations Department Directorate Commendation for their outstanding investigative abilities in various cases of corruption and other related crimes involving different trades and sectors, leading to the prosecution and conviction of multiple defendants. They were also praised for their professionalism and distinguished performance in providing highly-effective support to aspects of intelligence processing, technology applications in investigation, forensic accounting, liaison with other anti-corruption agencies as well as local and international anti-graft training.
For anti-corruption promotion and education, a unit and three officers of the Community Relations Department were awarded the Director of Community Relation’s Commendation. They were praised for their distinguished performance in the planning and organisation of a series of promotional and educational events commemorating the ICAC’s 50th Anniversary. Such initiatives allowed different sectors of the society to witness ICAC’s anti-corruption achievements over the past five decades, and further enhanced the ICAC’s positive image both locally and in the international arena.
Meanwhile, various ICAC officers and units received the Assistant Director’s Commendation of the Operations Department, the Community Relations Department, as well as the International Cooperation and Corporate Services Department for their outstanding performance in different aspects of anti-corruption work.
Over 130 officers and staff of different ranks and grades were also awarded medals, certificates or plaques at today’s ceremony for their long and dedicated service in the ICAC and the Government.
