ICAC Deputy Commissioner attends UNODC meeting to foster international anti-corruption collaboration

Deputy Commissioner and Head of Operations of the Hong Kong ICAC, Ricky Yau Shu-chun, led a delegation to the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria to attend a two-day meeting (February 11 and 12) of the Steering Committee of the Global Anti-Corruption Law Enforcement Agencies Network (GlobE Network). The chair of the meeting expressed gratitude to Hong Kong for providing capacity building courses to global anti-corruption agencies, and stated it was the GlobE Network’s express wish that the ICAC would continue to contribute to the international anti-graft cause and foster global collaboration in the fight against corruption.

The GlobE Network was established under the auspices of the UNODC in 2021 to facilitate co-operation among anti-corruption law enforcement authorities to prevent and combat corruption. Its members include around 230 authorities from over 120 countries worldwide.

During the meeting, Yau shared ICAC’s efforts to promote the work of the GlobE Network and gave an update on the latest initiatives of the Hong Kong International Academy Against Corruption (HKIAAC) established by the Commission.

The Chair of the Steering Committee meeting of the GlobE Network, Dr Nasser Abaalkhail, thanked Hong Kong for providing training workshops to members of the GlobE Network, adding that that he hoped the ICAC would continue to do so in the future. Dr Nasser Abaalkhail, an official from the Oversight and Anti-Corruption Authority, Kingdom of Saudi Arabia, also noted that by assuming the office of the President of the International Association of Anti-Corruption Authorities (IAACA) with memberships close to 180, the ICAC played an important role in promoting the global network and enhancing international co-operation.

“In recent years, the ICAC has strived to promote international collaboration in anti-corruption and integrity training. The recognition from global anti-corruption agencies proved that Hong Kong has fully leveraged the unique advantage of the powerful tripartite partnership formed among the ICAC, the HKIAAC and the IAACA to contribute even further in the international anti-corruption arena,’ said Yau.

Set up in February 2024, the HKIACC has conducted over 20 international training courses to share the strategies and experience of Hong Kong in fighting against corruption and to enhance the graft-fighting capabilities of counterparts worldwide. In order to explore further collaboration in international anti-corruption training, creating a greater synergy by leveraging strengths of counterparts, the ICAC delegation yesterday (February 13) called on the International Anti-Corruption Academy in Vienna for a bilateral meeting with its President, Professor Slagjana Taseva. At the meeting, opportunities for co-operation between the two academies were explored, with a view to contributing to the global anti-corruption cause.

During their stay in Vienna, the delegation also paid visits to the Permanent Representative and Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the United Nations Office at Vienna and other International Organisations in Vienna Li Song, and Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Austria Qi Mei. The two Ambassadors were given updates on Hong Kong’s latest efforts and strategies in combating corruption, including recent collaborations between the ICAC and the UNODC, as well as initiatives supporting the clean “Belt and Road”.

The delegation also took the opportunity to meet with two ICAC officers, Cindy Ho Pui-ha and Victor Lee Wai-hong, who were nominated by the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region to work at the UNODC under the United Nations Junior Professional Programme since early 2023. The two officers briefed the delegation on their work at the UNODC.

ICAC officers accompanying Yau on the duty visit are Assistant Director of the Operations Department, Paul Lau Chi-ho, and Senior Investigator, Andy Yip Wing-pong. The delegation will return to Hong Kong this evening (February 14).
