ICAC new troops embark on graft-fighting mission upon completion of first accredited Professional Diploma in Anti-Corruption

A total of 48 ICAC officers graduating from the first accredited 20-week Professional Diploma in Anti-Corruption induction course commenced their graft-fighting career today (May 6) to contribute to the anti-corruption cause in Hong Kong, the country and the international arena.

Last December, the Hong Kong International Academy Against Corruption (HKIAAC) and the ICAC’s Professional Diploma in Anti-Corruption (PDA) induction course garnered a Level 5 accreditation in the Qualifications Framework, equivalent to a Bachelor’s Degree, by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. The HKIAAC launched the first PDA course in the same month for officers in the post of Investigator and Assistant Investigator of the Operations Department, as well as Community Relations Officer of the Community Relations Department.

A passing-out ceremony of the PDA course was held on May 3. The Hon Chan Kin-por, Executive Council Member and Chairman of the ICAC’s Advisory Committee on Corruption, officiated the ceremony while ICAC Commissioner Mr Woo Ying-ming presented diplomas to the graduates.

Addressing the new troops, Mr Chan noted that “rule of law” and “integrity” were not only the core values of Hong Kong, but they were also important defences for national security. He encouraged course graduates to steadfastly uphold their mission to safeguard national security and Hong Kong’s reputation as one of the world’s safest and cleanest cities.

Mr Chan added that the PDA induction course was Hong Kong’s first professional diploma programme on anti-corruption and integrity management, setting a benchmark for global anti-graft professionals. He encouraged course graduates to stay true to their aspirations, and to pass on the ICAC’s anti-graft mission by practicing the motto of the course “Journey toward New Horizons –Go Above and Beyond”.

The first PDA course featured an “Outstanding Performance Gold Award” and the “Best Academic Award”, both of which went to Yiu Hau-tsung, Investigator of the Operations Department. Yiu, who possessed a law degree and had previously worked in the government, said he had always been fascinated by criminal law and investigative work. He said the 20-week course allowed him to understand the complexity of corruption and the many challenges in anti-graft work. In addition to the proven “three-pronged” strategy combining law enforcement, prevention and education, international cooperation also played a significant part, he said. He noted that the diverse curriculum had equipped him with professional knowledge and skills in corruption detection, as well as broadened his national and international horizons, laying a solid foundation for his graft fighting work in future.

Receiving the “Outstanding Performance Silver Award”, Po Hong-man, Community Relations Officer of the Community Relations Department, said her job application was prompted by the innovative publicity initiatives of the ICAC. Prior to joining the ICAC, Po previously worked in public relations. Having the opportunity to study anti-corruption law together with fellow investigators, Po said she was eager to apply the knowledge and skills in her posting to a Regional Office of the Commission. She looked forward to promoting anti-corruption messages in a more innovative and down-to-earth manner, spreading integrity to all walks of life.

The accredited PDA induction course consolidated the ICAC’s 50 years of graft-fighting experience, systematically and efficiently transforming practical anti-corruption knowledge into a structured professional training programme.

The curriculum covered local, national, and international anti-corruption frameworks, as well as skillsets in relation to law enforcement, prevention and education, including collecting evidence, computer forensics, financial investigations, strategies of system prevention, integrity education and publicity, etc. The course aimed to equip participants with knowledge and skills to carrying out anti-graft duties professionally and effectively. During the training, participants were also arranged to visit the Mainland to learn about the country’s remarkable achievements in anti-corruption work and social development.
