High-level anti-graft delegation of Kenya visits ICAC to foster international cooperation

A delegation of high-level anti-corruption officials of the Ethics and Anti-Corruption Commission (EACC) of Kenya wrapped up a three-day study visit (August 12 to 14) to the ICAC, during which the two parties exchanged graft-fighting strategies, expounded on training experience of the Hong Kong International Academy Against Corruption (HKIAAC), and explored cooperation in organising a regional training course in Africa to foster international anti-graft collaboration.

During the study visit, ICAC Commissioner Woo Ying-ming held a bilateral meeting with the six-member delegation led by Colonel (Rtd) Alfred Mshimba, Commissioner of the EACC of Kenya. Woo shared with the delegation the achievements of the ICAC’s anti-graft work in the past 50 years through its three-pronged strategy and Hong Kong’s latest initiatives in fighting corruption. The two parties also exchanged views on enhancing international cooperation and liaison under the framework of the International Association of Anti-Corruption Authorities (IAACA).

“Over the years, the EACC has been proactively involved in the professional training programmes organised by the ICAC as an Executive Committee member of the IAACA. The bilateral meeting is fruitful in strengthening collaboration among IAACA members. The exchanges between the HKIAAC and the National Integrity Academy (NIAca) of Kenya will help enhance the anti-corruption capabilities of Kenyan public and private sectors and assist the HKIAAC in formulating its diversified training strategies,” Woo noted.

The ICAC and the EACC had agreed to broaden the scope of cooperation between the HKIAAC and the NIAca by stepping up collaboration in professional training and research on integrity measures. The two parties also explored cooperation in organising a regional anti-corruption training programme with a view to foster integrity building in Kenya and the African region.

During the three-day study visit, the delegates and ICAC officers exchanged views on various practical issues in the fight against corruption, including corruption complaints concerning public officials, private sector corruption cases, corruption prevention strategies for procurement, community education and publicity strategies, operations and strategies of the HKIAAC and global anti-graft collaborations and development.

The delegation also toured various ICAC facilities, including facilities of the Operations Department to understand the anti-graft enforcement work in Hong Kong, as well as the ICAC Exhibition Hall to experience the Commission’s latest public education strategies and its application of new technology and innovative publicity ideas. The delegation also paid a visit to an ICAC Regional Office to learn about its integrity education work in the community.
