ICAC strongly condemns attempts to undermine and interfere with LegCo Election as three arrested for allegedly reposting boycott posts

The ICAC today (November 14) arrested three individuals for allegedly reposting online posts which incited others not to vote or to cast invalid vote at the 2025 Legislative Council General Election (LegCo Election) during the election period, contravening section 27A of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
The three arrestees were two men and one woman, aged between 55 and 66. The ICAC will pursue the case in accordance with the law and established procedures. Upon completion of the investigation, the Commission will seek legal advice from the Department of Justice in deciding if prosecution should be instigated.
The ICAC strongly condemns criminals who attempted to interfere with and undermine the current LegCo Election by circulating messages online to incite others not to vote. Responsible for enforcing the ECICO, the ICAC will uphold a clean election. The Commission will resolutely prevent and combat any conduct which might interfere with and undermine the election, and will ensure that the election will be conducted fairly, openly and honestly.
The Commission reiterates that publicly inciting others not to vote or to cast invalid vote during the election period may contravene section 27A of the ECICO, while reposting related illegal content also constitutes a breach. The ICAC urges members of the public to strictly adhere to the law and distinguish the truth to avoid being fooled and exploited by lawbreakers. Since the new provision under section 27A of the ECICO was introduced in 2021, a total of 12 people charged by the ICAC for breaching the section were all convicted and sentenced.
The LegCo Election will be held soon. Voting is a civic responsibility for every elector. Together with the whole community, the ICAC will uphold a clean election. The Commission will not tolerate anyone to interfere with the election.
