Parent charged admits perversion by destroying corruption evidence

The ICAC earlier charged an assistant principal of a government-aided school and a parent with perversion for allegedly destroying evidence on corruption concerning the admission of the parent’s son to Secondary Two in a criminal investigation carried out by the ICAC. The parent entered guilty plea at the Tuen Mun Magistrates’ Courts today (November 19).
Cai Yu, 38, parent of a student, pleaded guilty to one count of perverting the course of public justice, contrary to the Common Law. Acting Principal Magistrate Mr Daniel Tang Siu-hung adjourned the case to December 31 for mention, and granted her bail.
The court heard that at the material time, Cai’s son was allocated a Secondary Two school place at CMA Choi Cheung Kok Secondary School (Choi Cheung Kok Secondary School) for the school year 2024/2025. Having examined the academic documents of Cai’s son in late July 2024, the assistant principal of the school requested Cai’s the son to get a pass in an admission test for enrolling in Secondary Two. The son refused to take the test and was admitted to Secondary One.
In early August, Cai sent messages to the assistant principal via a mobile phone communication application, requesting him to assist her son to enrol in Secondary Two. In view of the available school places, the assistant principal later told Cai that her son could be admitted to Secondary Two after attending the test. Having known the arrangement, Cai used a payment instrument to send RMB10,000 to the assistant principal, who refused to accept it.
ICAC enquiries revealed that the assistant principal invited Cai to meet at a hotel in Chinese Mainland on September 12. Cai admitted that on the same day they met at the hotel and had dinner together. During the meeting, the assistant principal revealed to Cai that the ICAC had launched a corruption investigation against her for sending RMB10,000 to him, and the agency would locate her for interview. He also asked Cai to delete all of their related phone messages and suggested her not to go to Hong Kong to avoid ICAC’s investigation.
Co-defendant Danny Hung Siu-tan, 50, assistant principal of Choi Cheung Kok Secondary School, faced one count of perverting the course of public justice. No plea was entered when he appeared before court earlier. His case was set for mention on December 11.
Choi Cheung Kok Secondary School had rendered full assistance to the ICAC during its investigation into the case.
