ICAC and CityUHK sign MoU to cultivate integrity professionals and foster anti-corruption research

The ICAC and the City University of Hong Kong (CityUHK) signed a Memorandum of Understanding (MoU) today (March 18) to establish a collaborative partnership between the Hong Kong International Academy Against Corruption (HKIAAC) and the College of Liberal Arts and Social Sciences (CLASS), in fostering anti-corruption research and cultivating integrity professionals.

At the signing ceremony, ICAC Commissioner Mr Woo Ying-ming stated, “Corruption remains a major challenge in global governance. To effectively address this issue, we must strengthen research on integrity building to provide an evidence-based foundation for anti-corruption policies, and continuously deepen the integrity culture and nurture anti-corruption professionals with professional skills.”

“Signing the MoU with the CityUHK aligns perfectly with Hong Kong’s strategic position set out in the National 15th Five-Year Plan. By combining the ICAC’s practical experience with the CityUHK’s academic strengths, we aim to establish a strategic platform integrating academic research, professional collaboration, and international influence. This will also leverage our unique advantage of “connecting the Mainland and the world”, solidate Hong Kong’s soft power in the anti-corruption field, and support the country in enhancing its voice and influence in the international anti-corruption governance framework,” Mr Woo said.

At the MoU signing ceremony, Professor Freddy Boey, the President and University Distinguished Professor of the CityUHK said, “This MoU marks a closer research and educational collaboration between the CityUHK and the ICAC in integrity, anti-corruption and public policy aspects. Through academic research, training and exchanges, research and internships, and various exchange programmes, students will gain first-hand experience in ethical principles and the rule of law. Also, we are able to cultivate well-rounded professionals with good moral standard. We sincerely thank the ICAC for its trust and support of the CityUHK, enabling us to join hands in education, innovation and partnership to solidify the foundation of our corruption-free society.”

Witnessed by Mr Woo and President Boey, the MoU was signed by ICAC Deputy Commissioner cum Head of Operations Mr Ricky Yau Shu-chun and the Dean of the CLASS Professor Alfred Ho Tat-kei. The MoU comprised collaborative anti-corruption initiatives with participations of scholars, researchers and students, as well as joint academic researches on anti-corruption issues.

Following the signing of the MoU today, the HKIAAC would provide a professional training on clean property management for the CityUHK students in the Master of Arts in Housing and Urban Management next month, cultivating integrity professionals in the sector. The HKIAAC would also collaborate with the CityUHK’s master programme students on research projects related to the effectiveness of the ICAC’s probity education modules and its anti-corruption trainings. Additionally, the HKIAAC would strengthen cooperation with the CityUHK’s Laboratory for Public Management and Policy to conduct in-depth research on anti-corruption topics, providing theoretical basis and policy recommendations for integrity development.
