New-term legislators visit ICAC Headquarters to exchange views on anti-graft work and foster collaboration between legislation and law enforcement

Several new-term members of the Legislative Council (LegCo) today (March 23) visited the ICAC Headquarters to gain first-hand about the Commission’s latest anti-corruption work and strategies, and to exchange views on the latest local graft-fighting work and probity situation.

ICAC Commissioner Mr Woo Ying-ming welcomed the LegCo members, stating that the ICAC and the LegCo have always cooperated closely and that the members’ oversight, suggestions and support are crucial for the ICAC to enhance its effectiveness.

Mr Woo also briefed the LegCo members on enforcement work, stating that the ICAC attaches great importance to corruption crimes in building management and maintenance in recent years, involving millions to over hundred million worth of works orders, as well as a considerable number of unlawful organisations and unlawful means. In addition to its established investigative group, the ICAC has strengthened its manpower to combat the crimes concerned. He hoped LegCo members would work together and conduct comprehensive review of the systems, enabling a fundamental change to the current ecosystem of the building management and maintenance industry.

Mr Woo said that the ICAC emphasised the professionalism in the corruption prevention aspects, and adopted the early intervention strategy in different industries such as the banking, insurance and construction industries. The Commission also encouraged joining hands with different chambers of commerce to promote anti-graft strategies efficiently and comprehensively. In anti-corruption education, the ICAC had innovated its graft-fighting promotion strategies, while its Café 1974 and Exhibition Hall became one of the popular attractions in Hong Kong, effectively disseminated integrity messages.

For international collaboration, Mr Woo also mentioned that the Hong Kong International Academy Against Corruption (HKIAAC)’s second anniversary, highlighting its successful role as the Country’s “window” to the world. Through organising professional anti-graft trainings, the HKIAAC invited graft fighters from different countries over the world to study in Hong Kong and the Mainland China. Those participants got first-hand the latest development of Hong Kong and our motherland, as well as the Country’s social and economic situation, and thus effectively refuted and clarified the false accusations made by foreign countries. HKIAAC had organised around 50 training courses in the past two years, engaging over 5,000 people from nearly 90 jurisdictions, which included countries along the Belt and Road Initiative, Central Asia, the Middle East and Africa. This year the HKIAAC would also broaden its “friendship network” by expanding its collaborations with European countries.

In addition, ICAC Deputy Commissioner cum Head of Operations Mr Ricky Yau Shu-chun also briefed the legislators on the Operations Department’s anti-graft enforcement work, opportunities and challenges, as well as the latest major corruption cases and operations in different trades and sectors.

LegCo members toured various facilities within the ICAC building, including the Report Centre, Detention Centre, Computer Forensics Section, Forensic Accounting Group and the dedicated investigation group responsible for listed company corruption cases, where they gain a deeper understanding of how ICAC utilized artificial intelligence technology in their investigation work, the latest procedures of gathering electronic evidence, and the investigation work on business sector. They also visited the ICAC Shooting Range to know more about the Commission’s firearms, tools and training of ICAC’s arms issued officers.

Furthermore, the LegCo members visited the HKIAAC to learn about its international anti-graft training and exchange work. Through visiting the ICAC Exhibition Hall, legislators were also briefed on the latest immersive community education strategy and corruption prevention initiatives.

The LegCo members who visited the ICAC Headquarters today included President Dr Starry Lee Wai-king, members Mr Jimmy Ng Wing-ka, Mr Johnny Ng Kit-chong, Mr Dennis Leung Tsz-wing, Ms Joephy Chan Wing-yan, Mr Chong Ho-fung, Ms Michelle Tang Ming-sum, and Mr Tam Chun-kwok. The ICAC will arrange another two visits in April and May for LegCo members to enhance their understanding of the ICAC’s work.
