ICAC and NACC sign MoU to foster international anti-corruption cooperation for mutual beneficial achievements

The ICAC and the Office of the National Anti-corruption Commission of Thailand (NACC) signed a Memorandum of Understanding (MoU) today (March 25) at the ICAC Headquarters to foster sustainable collaboration in anti-corruption through effective information and experience sharing.

Prior to the signing of MoU today, ICAC Commissioner Woo Ying-ming led the ICAC’s directorate officers in a bilateral meeting with Mr Phattarasak Vannasaeng, Commissioner of NACC and its major officials. “The NACC has always been ICAC’s important graft fighting partner in the Asia-Pacific region. Over the years, the two organisations cooperated closely in our anti-corruption work. Given the geopolitical situation in recent years, anti-corruption agencies may face different challenges and should join hands together to strengthen the information exchange to enhance graft-fighting abilities. The signing of MoU will allow for a more effectively and systematically exchange in law enforcement and anti-corruption, jointly combating corruption locally and in the Asia-Pacific region, and further promoting a culture of integrity, creating mutual benefit and win-win situation for both organisations,” Mr Woo said.

Mr Phattarasak Vannasaeng also said that the NACC places great emphasis on anti-graft enforcement work, including digital forensic, financial investigation, asset inspection and asset recovery, as well as ways to tackle new forms of corruption. The ICAC’s Hong Kong International Academy Against Corruption (HKIAAC) continuously held different training courses, bringing together global graft-fighting experts to share their experience, would effectively assist NACC in mastering the latest global anti-corruption technologies and updates from the courses.


Witnessed by Mr Woo, the MoU was signed by ICAC Deputy Commissioner cum Head of Operations Mr Ricky Yau Shu-chun and Mr Phattarasak Vannasaeng. Under the MoU’s framework, both the ICAC and the NACC agreed on several areas of cooperation, including sharing information and experience in law enforcement, investigation, fugitive apprehension, asset recovery and corruption prevention; exchanging information on corruption trends and risks in both jurisdictions; organising training programmes, seminars, and lectures to enhance the skills and knowledge of graft fighters; and fostering mutual visits and dialogue meetings to enhance cooperation and understanding.

The NACC delegation today also toured various facilities at the ICAC Headquarters to learn about the Commission’s daily anti-graft operations, including ICAC Shooting Range, Report Centre and Detention Centre. They also visited the HKIAAC to exchange views on the latest anti-corruption training courses, and to understand the Commission’s latest public education initiatives through their visit experience in the ICAC Exhibition Hall.

The ICAC has maintained close connections with the NACC over the years through a wide range of initiatives, continuously strengthening anti-corruption efforts and capabilities in both jurisdictions. The ICAC provided professional anti-corruption training to NACC in 2024 and again last year, while the NACC sent delegates to participate in the past ICAC Symposiums and training courses organised by the HKIAAC. In July last year, the NACC also took part in the regional training on youth engagement in anti-corruption efforts organised by ICAC in Thailand.
