Woman charged by ICAC in court for allegedly bribing ImmD officers over permanent residency application

A woman appeared in the Kwun Tong Magistrates’ Courts today (April 2) after being charged by the ICAC yesterday (April 1) for allegedly offering a bribe to officers of the Immigration Department (ImmD) over her application for permanent residence.

Wang Subing, 36, unemployed, faces one count of offering an advantage to public servants, contrary to section 4(1)(a) of the Prevention of Bribery Ordinance; and one count of resisting or obstructing officers in the execution of their duties, contrary to section 13A of the ICAC Ordinance.

No plea was entered today. Acting Principal Magistrate Ms May Chung Ming-sun adjourned the case to May 28 for mention and granted the defendant bail.

Between mid-2018 and early 2020, the defendant stayed in Hong Kong on a student visa. She later entered Hong Kong as a visitor and had a record of overstaying. The offences took place in 2025. At the material time, the defendant was applying for the issuance of a permanent identity card of the Hong Kong Special Administrative Region.

According to procedures, the defendant was required to submit an application to the ImmD to verify her eligibility for permanent residence; the application was free of charge. Her application was rejected because she failed to meet the requirement of ordinary residence for seven years in Hong Kong.

On September 17, 2025, the defendant handed over a letter containing banknotes to the ImmD. The charge alleges that on the same day, she had offered a bribe consisting of HK$1,100 and RMB100 in cash to officers of the Right of Abode Section of the ImmD to assist her in approving her application for verification of eligibility for a permanent identity card.

The ICAC investigation arose from a corruption complaint referred by the ImmD.

Another charge alleges that on October 8, 2025, the defendant resisted or obstructed ICAC officers in the execution of their duties at the Administration Tower of Immigration Headquarters in Tseung Kwan O. The defendant repeatedly resisted ICAC officers for taking her from the Immigration Headquarters to the ICAC office for further enquiries on October 8, 2025.

The ImmD rendered full assistance to the ICAC during its investigation into the case.
