Senior Inspector of Police charged by ICAC guilty of illegally borrowing $140,000 from colleagues

A Senior Inspector of Police (SIP), charged by the ICAC, was today (April 20) convicted at the Kwun Tong Magistrates’ Courts of accepting an unauthorised loan of $10,000 from a subordinate Police Constable (PC), and deceiving another SIP into lending him $130,000 on the pretext that a bank had called his mortgage loan.

Tang Chun-ho, 45, then Assistant Divisional Commander (Operations) of Sai Kung Division, was found guilty after trial of one count of prescribed officer accepting an advantage, contrary to section 3 of the Prevention of Bribery Ordinance; and one count of fraud, contrary to section 16A of the Theft Ordinance.

Magistrate Miss Lau Suk-han adjourned the case to May 5 for sentence, pending the defendant’s background report. The defendant was remanded in custody of the Correctional Services Department.

The ICAC investigation arose from a corruption complaint referred by the Police. Enquiries revealed that the defendant borrowed money from other police officers on different pretexts but he never sought permission pursuant to relevant government regulations.

The court heard that in January 2024, the defendant asked a subordinate PC for financial assistance, claiming that a relative suffered from a serious illness and required $600,000 for surgery. The PC subsequently lent $10,000 to the defendant but the defendant never repaid him.

In November 2023, the defendant falsely represented to an SIP in another division that a bank had called his mortgage loan, deceiving the SIP into lending him two loans totalling $130,000. However, ICAC enquiries revealed that the bank had never demanded immediate repayment of the mortgage loan from the defendant and his wife, and the defendant had only repaid $50,000 to the SIP.

The Police rendered full assistance to the ICAC during its investigation into the case.
