ICAC booklet promotes clean EC Subsector and CE elections

The ICAC has distributed an information booklet to help candidates and agents of the Election Committee (EC) Subsector Elections and the Chief Executive (CE) Election better understand the electoral law and to promote clean and fair elections.

The newly-produced “Clean Elections Information Booklet” highlights major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) and a gist of past election cases. It also features a checklist which reminds candidates and election helpers of what they should and should not do in the process of running an election.

With reference to the enquiries and concerns raised by candidates in previous elections, a Questions-and-Answers section in the information booklet spells out the spirit and application of the electoral law and reminds candidates and election helpers of the common pitfalls in conducting electioneering activities. Specific questions are tailor-made for the EC Subsector Elections and the CE Election respectively.

Through the Registration and Electoral Office, all candidates will each receive a copy of the information booklet when they submit their nomination forms. The EC Subsector Elections will take place on December 11 this year, while the CE Election will be held on March 26 next year.

In addition, publicity leaflets for the EC Subsector Elections and the CE Election will be separately mailed to all electors together with the polling notice reminding them of the importance of casting their votes in an honest and fair manner.

“Prospective candidates, agents and election helpers, who are interested in knowing more about the electoral law and statutory requirements governing the conduct of electioneering activities, may approach the ICAC for arranging briefing sessions.” said ICAC’s Programme Coordinator (Clean Elections) Ms Lily Chung Lai-tuen.

The ICAC has set up an election enquiry hotline 2920 7878 for public enquiries about the ECICO and the ICAC’s education and publicity programme for the EC Subsector Elections and the CE Election, Ms Chung said.

“We have also sought assistance from representative organisations and specified bodies of different subsectors to help disseminate clean election messages to people taking part in the EC Subsector Elections,” she added.

Members of the public who wish to lodge complaints about suspected corrupt and illegal conduct at the elections can call the 24-hour ICAC Report Centre at 2526 6366.
